This is such an unusual and interesting tassel pendant! 

Originating in France, (the tassel bears a boars head stamp, which is a French hallmark for Silver) this double sided tassel weighs 6.1g with its 16 inch chain.
It is decorated the same on both sides so can be worn either way round.  It comes with the 16 inch silver chain pictured.
